Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 1 costs, 0 mixed.

30-year leases next to resident-owned parks

The state can approve leases, concessions, or licenses for up to 30 years when a mobile home or site lease is next to a resident-owned mobile home park. Longer terms can improve housing stability and reduce the risk of forced moves.

40-year leases for energy projects

The state can lease property for up to 40 years for cogeneration projects and eligible renewable energy resources defined in state law. Longer leases support building and paying for long-lived energy equipment.

40-year leases for recreation projects

DEM can lease state property for up to 40 years to support private investment in public recreation or natural resource-based industries. The investment must have a useful life longer than 25 years. Longer leases help finance big buildings and infrastructure.

Longer state leases for key sites

The state can lease several named sites for up to 40 years. Ports and marine facilities at Galilee, State Pier #9 in Newport, Chase Marina in Tiverton, and other DEM ports can be leased for commercial fishing uses. The Indian Point parcel at 25 India Street in Providence can be leased for commercial, recreation, marina, or redevelopment uses. The Union Station properties in Providence can be leased for office, commercial, service, or transportation uses.

40-year lease option at Quonset airport

The state can lease property at Quonset State Airport to the U.S. Air Force for up to 40 years. The lease must be for airport infrastructure improvements.

99-year leases for commuter rail sites

The state can lease land for railroad layover facilities for up to 99 years. The lease must require the lessee to provide commuter rail service within Rhode Island. Long terms help keep rail operations and infrastructure in place.

Twice-yearly income reports from state lessees

If you lease state property covered by this law, you must report income from the property twice a year. Send reports to the state properties commission and give copies to the House and Senate fiscal staffs and the governor. This reporting rule is included in your lease.
