Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Program funding and protected revolving fund

The program can seek federal and other funds and pass money to nonprofits to run home resilience projects under grant rules. The law creates the Strengthen Rhody Homes Revolving Fund to hold these monies. The fund does not lapse, is used only for program purposes, and is exempt from the state’s 15% indirect‑cost transfer. The insurance division can budget and spend the fund consistent with grant terms.

New rules for contractors and evaluators

Contractors must hold required state licenses, keep insurance, be in good standing, and maintain active Fortified contractor certification. They cannot act as the evaluator on the same project or hold a prohibited financial interest. Evaluators must hold active Fortified evaluator certification, be in good standing, keep credentials on file, avoid roles as contractor or supplier for homes they inspect, and disclose conflicts. Fees tied to Fortified certifications and credential maintenance apply.

Home retrofit grants for Rhode Island homeowners

The law creates grants to help you harden your home against hurricanes and wind. Your home must be an owner‑occupied, single‑family primary residence (not a condo or mobile home), meet local permits and codes, and be built or upgraded to a Fortified Roof/Silver/Gold or a similar approved standard. A certified Fortified evaluator must prequalify the home, and you pay the evaluator fee. You must get at least three bids from certified Fortified contractors, have wind insurance, and have flood insurance if you live in a special flood hazard area. The program sets income tiers and takes applications first‑come within each tier, with priority for lower‑income owners and high‑risk areas. After the work earns a Fortified certificate, the program pays the contractor directly, and your application materials stay confidential. This is not an entitlement and runs only when outside funds are received; the insurance division may inspect and set rules.
