Rhode Island withdraws 1861 Corwin ratification

The law rescinds Rhode Island’s May 31, 1861 ratification of the Corwin Amendment. That proposal sought to block Congress from abolishing or limiting slavery in the states. The state must send certified copies to the U.S. Archivist, the President, Senate and House leaders, and Rhode Island’s congressional delegation.
