Property taxes backstop bond payments

These bonds and notes are the city’s general obligation. Each year the city must budget enough to pay principal and interest. If not budgeted, the amount is added to the annual tax levy. All taxable property is subject to ad valorem taxes without limit to make the payments.

Pawtucket borrows to repave streets

The law lets Pawtucket borrow up to $3 million to repave city streets in fiscal years 2028 and 2029. Bonds are paid back over time, with principal starting within 3 years and ending within 30 years. The city can issue short-term notes due within 5 years, and refunding notes cannot exceed 200% of the authority. The treasurer can advance city funds, to be repaid without interest from bonds, notes, or grants. The city can seek state or federal aid, invest unspent proceeds in FDIC banks or U.S. securities, and use premiums and interest for project or debt costs. Any unused borrowing authority can be canceled after 7 years.

Voters must approve street bonds

The borrowing question goes to Pawtucket voters at the next general election. The mayor can place it on an earlier special city-wide or state election (not a primary). The ballot must follow the format in the law.
