Social Work Interstate Compact Act
Personalized for You
Personalize government policy and PRIA will tell you what this bill means for your household, plus every other piece of legislation we track. PRIA reads each provision against your financial profile to show you exactly what matters to your wallet.
8 provisions identified: 1 benefits, 2 costs, 5 mixed.
The law creates the Social Work Interstate Compact. If you hold an active, unencumbered home-state license and meet your category rules, you can get multistate practice rights. Clinical: master’s degree and 3,000 supervised hours or two years, plus the clinical exam. Master’s and bachelor’s: the matching degree and exam. You need a Social Security number or exam ID and must pay any required fees. Other member states accept your home-state multistate license, and you must tell your home state within 30 days of any adverse action.
If your home license is suspended, limited, or revoked, your multistate practice turns off in all other states until fixed. A remote state can restrict your authorization there and issue subpoenas for cases. States can rely on other states’ findings, share investigations, and must report actions. A state may bill you for investigation costs only if that state’s law allows it.
Starting May 22, 2025, new social worker applicants and compact applicants must complete state and FBI fingerprint checks. You pay the fingerprint and background check costs. SLED and the FBI may keep your fingerprints and can notify the department of new charges. The department keeps results confidential and may share only details it used to deny a license with the board.
When you move to another member state, you must apply for a new home-state license and pay fees. The new state checks your record and may require an FBI fingerprint check, other criminal checks, or a jurisprudence step. Your former home state can convert your old home license to a multistate authorization after the new license starts. Active-duty service members and spouses can keep a chosen home state while on active duty.
The compact takes effect once seven states pass it. To join and stay, a state must license bachelor’s, master’s, and clinical levels; require accredited degrees, national exams, and supervised clinical hours; run fingerprint and FBI checks for initial compact licenses; report through the data system; and follow commission rules. A state can leave by repealing the law, but exit takes 180 days and it must honor compact licenses for at least six months after notice.
The commission makes rules with public notice and a hearing; most rules take effect no sooner than 30 days after adoption. Emergency rules can start quickly, but full procedures must follow within 90 days. Disputes and state defaults are handled by the commission, with lawsuits heard in the federal district where it is based. The commission may hold closed meetings for legal or sensitive issues, and its officers and staff are immune for official acts except intentional misconduct.
The commission runs a shared database of licenses, denials, adverse actions, and significant investigations. Member states must send uniform data, and records that are expunged are removed. Investigative details are shared only with other member states, and some items may be marked nonpublic.
Your home state may charge a fee when it issues a compact license. The Compact Commission can also charge license holders and assess states to fund its budget. The law does not set the dollar amounts.
