Broader membership, leaders, and meeting rules

Starting May 12, 2025, the law sets who serves on the council and how it meets. Members include the Adjutant General, the Commerce Secretary, chamber leaders, county chairs, and some mayors; officials may send designees. The Governor appoints one or more legislators and six at‑large members; five must live in Aiken, Beaufort, Charleston, Richland, and Sumter, and the sixth serves as chair. The executive committee is the chair, any vice chair, the Adjutant General or designee, the Commerce Secretary or designee, and the five county at‑large members. County legislative delegations recommend executive committee members to the Governor. The council meets at least once each year, and the chair, the Secretary, or the Governor can call meetings; the executive committee also arranges an annual meeting with the Governor, the Secretary, military commanders, and lawmakers from military communities.

Funding and experts to support bases

Starting May 12, 2025, the state can fund staff and other help for the council. The department manages these funds, which depend on future appropriations. With the Secretary’s approval, the council can hire specialists. They can provide advice, make plans, and help carry them out. The goal is to attract more defense and homeland security investment in South Carolina.

New state council for military communities

Starting May 12, 2025, the law creates the South Carolina Military Affairs Advisory Council. It works to keep and grow the military presence in South Carolina. It coordinates with base communities to support mission readiness and improve life for service members and families. It also coordinates public and private efforts to keep Defense and Homeland Security in the state. The council advises the Secretary, the Governor, and the General Assembly on base closures, realignments, and mission changes.
