Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Data and programs for under-resourced communities

The commission meets at least quarterly. The chair can call extra meetings. It studies why communities face socio-economic deprivation and runs programs to fix inequities. It is the State’s main contact for research and technical help and shares data with officials. It publishes a statewide statistical abstract, provides analyses to lawmakers, sets up regional advisory groups, works with business, seeks federal and other funding, and can issue rules and delegate duties.

New state commission and membership rules

The state renames the Commission for Minority Affairs to the State Commission for Community Advancement and Engagement. The Governor serves ex officio and appoints nine members, one from each congressional district plus two at-large, with Senate consent. The Governor names the chair. Members serve four-year terms and stay until successors qualify. The appointments should reflect the State’s racial and ethnic diversity. The old seat requirements are removed and replaced by this structure.

State recognition for tribes with limits

The commission can certify state recognition for Native American Indian entities. Recognition does not allow any form of gambling in South Carolina. The law also says recognition does not create or support any claim to land or real estate. Current property rules stay the same.
