Credential pathway for out-of-state addiction professionals

The Board can grant South Dakota certificates or licenses to practitioners currently certified or licensed in another U.S. state or territory. That jurisdiction must have substantially similar requirements. Applicants must also have passed a similar exam. Approval is not automatic.

Fee caps for addiction service professionals

The Board may charge applicants and practitioners fees, but cannot exceed these caps: application $50; exam $200; addiction counselor or prevention specialist certification or licensure $300; retest $250; renewal $400; reinstatement $200. Peer support specialist certification, renewal, or reinstatement is capped at $200 each. Status upgrades cost up to $150, as do trainee or supervisee recognition, renewal, and reinstatement. Other caps are $20 for an international certificate, $400 for dual credential renewal, $50 for an inactive credential, and $100 for a temporary credential. These are maximum charges per service, not required prices; the Board may charge less.

More protections for addiction service users

South Dakota's Board of Addiction and Prevention Professionals manages credentials and keeps a public registry showing credential numbers, status, renewal dates, and discipline. Only state-credentialed people may use covered addiction counselor, prevention specialist, and peer support specialist titles, including trainee and supervisee titles. After a hearing, the Board can discipline practitioners for fraud, felonies, unacceptable care, unsafe practice, rule violations, service-related sexual or immoral conduct, helping unauthorized practitioners, false information, or withholding investigation records. Sanctions include suspension, revocation, reprimands, monitored probation, practice limits, and repayment of investigation and disciplinary costs; probation can end when problems are corrected. Practitioners must keep mailing addresses current for required first-class notices, and recognition generally continues during appeals unless suspended under applicable law.

Addiction practitioners face training and renewal rules

The Board must set education, exam, work experience, supervision, practice, renewal, and continuing education standards for addiction and prevention practitioners. Recognition lasts one year and can be renewed no more than four times. Renewal requires applying before expiration, paying the fee, and documenting required work, supervision, or education hours. The Board may create a reinstatement process for renewal applications received within 30 days after recognition expires.
