South Dakota seeks SNAP soft drink limits

South Dakota's Social Services secretary must ask the U.S. Department of Agriculture to bar soft drink purchases with SNAP benefits. The request is due by September 1, 2026, and must be submitted annually until approved. If approved, the department must start the restriction within six months. Until then, this law does not itself stop SNAP soft drink purchases. Soft drinks are nonalcoholic beverages with natural or artificial sweeteners. The restriction excludes milk, milk products, rice milk, soy milk, and similar milk substitutes. It also excludes juices approved by the Department of Health for WIC eligibility.
