Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Town election now held in November

The law moves the specified town election to the next regular November election. It also updates the charter by deleting one sentence in Section 3 and a phrase in Section 5 about the Mayor serving as Recorder. These changes take effect only after a two‑thirds vote of the town’s legislative body approves the act.

Town must approve changes by two‑thirds

The law has no effect unless Monterey’s legislative body approves it by a two‑thirds vote. The presiding officer must proclaim the result and certify it to the Secretary of State. For approval or rejection, the act is effective upon becoming law; for all other purposes, it takes effect only after local approval.

Monterey creates professional Town Administrator

The law creates an appointed Town Administrator. The Board of Mayor and Aldermen selects the Administrator and sets pay based on training and experience. Minimums include an associate’s degree and CMFO certification. The Administrator must live in Putnam County within six months and post a surety bond; the town pays the bond premium. The job is full time. Duties cover budgeting, finance, personnel, purchasing, tourism, and daily oversight, with help from all departments. The Administrator must attend Board meetings and may speak at other town boards.
