Stronger debt reporting for local governments

The law tightens debt reporting by Tennessee public entities. Within 45 days after any finance transaction, entities must send board‑required information to their governing body and copy the comptroller. If no open meeting occurs in 45 days, they must give each member a copy and present it at the next meeting. The state funding board requires timely continuing disclosures and, when applicable, postings of financial obligations and defaults on the EMMA website run by the Municipal Securities Rulemaking Board. Entities must report any default, covenant violation, or credit rating downgrade to the comptroller within 10 business days, following board guidelines. The law also defines “covenant violation” and “credit rating downgrade.”
