Food assistance applications for people leaving prison
Tennessee’s Department of Human Services must supply food assistance applications for people preparing to leave state correctional facilities. This covers public and private facilities operated by, or under contract with, the Department of Correction. Corrections must give each person an application, enough time, and a way to complete it before release. It must collect the applications and send completed forms to Human Services. The form must let people decline to apply and give reasons. It must also offer either anonymous refusal or a way for a re-entry specialist to document refusal to complete it. Human Services must seek needed waivers from the U.S. Department of Agriculture and supply data for annual reports. Corrections must report by January 15, 2027, and each January 15 afterward, using the previous calendar year’s data. Reports must count completed applications by facility, applications declining assistance, refusals leaving forms incomplete, and approvals before release. They must also list reasons for declining and go to both legislative chief clerks and the legislative librarian. The law does not change who qualifies or guarantee benefits.
