The law waives some state limits on temporary borrow pits used for road work in certain disaster areas. The project must be under a state construction contract and part of state or local Hurricane Helene recovery. The county must be in a FEMA disaster declaration made on or after September 26, 2024 and before October 3, 2024. The exemption ends June 30, 2039.
