Counties can lower speed limits on local roads

The law lets any Tennessee county, including metro counties, set lower speed limits on roads the county maintains. The county must post the right signs and, as needed, traffic signals. A county can pass a resolution to let the highway chief set limits, but only if the department has an engineer and completes traffic studies. Those studies must follow standard traffic engineering practices, the Manual on Uniform Traffic Control Devices, and state guidelines, and they must be written down and kept. In counties with a commission form of government, the board of commissioners holds this power. The law takes effect immediately.
