Tennessee counties can lower speed limits
Tennessee county lawmakers can lower speed limits on county-maintained roads and must put up appropriate signs and traffic signals. They can pass this power by resolution to the county highway department’s chief administrative officer. To do so, the department must employ an engineer capable of conducting engineering and traffic studies and ensure those studies are completed. Studies must follow established traffic engineering practices, the Manual on Uniform Traffic Control Devices, and applicable state guidelines. The jurisdiction conducting or sponsoring each study must document it and keep the records. In counties with a commission form of government, the board of commissioners retains this power. The law took effect upon becoming law but does not itself change any road’s speed limit.
