Lower headcounts at unsafe private prisons

The law requires the Tennessee Department of Correction to cut a contracted facility’s inmate population by 10% within 90 days. This trigger applies when the facility’s death rate in the department’s annual report is at least twice that of a similar state-run prison. It covers privately run prisons and county jails that use private companies to hold state inmates. The lower headcount stays until the department decides the conditions that caused the high death rate are corrected. This law is now in effect.
