English learners get classroom help on tests

Schools must let English learner students who got language help in class use the same help on state tests. This applies to TCAP and state end‑of‑course exams. The help must follow the student’s Individual Learning Plan (ILP) and cannot invalidate the test. Help may come from a teacher with an ESL endorsement. If a parent or guardian waived ESL‑endorsed services, a general education teacher can give ILP accommodations and scaffolding. Schools use these rules starting with the 2025–2026 school year and every year after.
