New bail reports without criminal penalties

The Tennessee law took effect July 1, 2025, with quarterly reporting starting October 25, 2025. Licensed professional bondsmen and court clerks who admit defendants to bail must report to the Department of Revenue. Reports are due January 25, April 25, July 25, and October 25 each year. Bondsmen must report the previous quarter’s total bonds issued, bonds issued in each county, and total liability in each county. Covered clerks must report the previous quarter’s number and total dollar amount of bonds accepted from bondsmen. The department can use these reports to audit the existing bail bonding tax; the law does not change that tax. Missing a required report is not a crime, but filing remains mandatory.
