New rules for redirecting university capital funds

Public four‑year universities can ask to use certain state building funds for other needs, subject to available appropriations. They must apply to the finance commissioner and show the spending is essential to their mission and no other money is available. The comptroller and finance commissioner set an institution‑specific MOU with duties and benchmarks, can amend it, and can approve all or part of a request. Money is not sent until both finance committee chairs acknowledge written notice; during session, a committee or joint hearing comes first, with an expected reply within seven business days. Schools must share information for oversight, and officials send quarterly progress reports to legislative leaders until requests end.
