New rules for caregivers' short-term relief programs

Effective upon becoming law, Tennessee defines limited respite care programs whose sole purpose is giving primary caregivers a break. Religious institutions or organizations must run these programs for aging adults or adults with limits on daily activities. Participants must function in a group and eat and use the toilet without help from an accompanying personal aide. Each adult may attend no more than 3 days per calendar week, 16 hours per week, and 6 hours per day. Programs must register with the state under the commissioner's rules and record each adult's attendance dates and times. They must serve fewer than 20 adults at once and cannot administer medicine. They must meet at least the direct-care staff-to-participant ratio required for licensed adult day centers. The law provides no new funding or household payments.
