New welfare goals for young children

Tennessee law sets child-welfare goals for children age five or younger. It aims to help children reach a permanent home sooner by surrounding at-risk families with support services. This goal gives priority to children younger than three. Other goals are to reduce repeat abuse or neglect and trauma’s short- and long-term effects on brain development. The law adds no new funding, direct payments, or guaranteed services. It took effect upon enactment.
