Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Broader services and funding for veterans’ homes

The law took effect upon becoming law. Tennessee veterans’ homes can offer and receive payment for services beyond skilled nursing for honorably discharged U.S. veterans. These services must be allowed by state or federal law; homes do not have to offer any specific service. Each home must qualify for and receive federal per-day payments for residents who qualify under federal rules. The law sets no payment amounts and creates no separate personal payment.

Veterans’ homes gain powers with property limits

The state authority decides the locations and types of Tennessee veterans’ homes, facilities, and services. It must favor publicly owned land and can buy land only when suitable public land is unavailable. It can make contracts and other agreements needed to carry out its duties, including operating homes and providing services. Property purchase and improvement contracts covered by Tennessee Code § 4-15-102 need advance approval from the State Building Commission. Those contracts also need board approval.
