Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

School reserve police lack full-time benefits

Beginning September 1, 2025, Texas school district reserve police cannot join agency or school board financial-benefit programs for full-time workers. They also cannot join statutory pension funds for full-time paid peace officers. These exclusions apply whether or not they hold a permanent peace officer license. The law gives no dollar amounts for the excluded benefits.

More officers qualify for school security

Beginning September 1, 2025, Texas expands who can fill required armed school security roles. Reserve deputy sheriffs and school district reserve police qualify when appointed under state law and recognized as peace officers. Honorably retired peace officers qualify if they kept their commissions active and met required continuing-training and qualification standards. School district peace officers, school resource officers, and commissioned peace officers employed as security staff remain eligible. Districts do not have to appoint any particular person.

Schools gain reserve police with limits

Beginning September 1, 2025, Texas school boards can let district police chiefs appoint reserve officers and limit their number. Reserves serve at the chief's discretion and can be called in when more officers are needed. Chiefs can authorize permanently licensed reserves to carry weapons or act as officers always or only on duty. Reserves without permanent licenses can act as officers only during official duties after meeting required training and qualification standards. When called into active duty and doing assigned work, reserves have the same rights and duties as other Texas peace officers. The law recognizes these school reserves in its reserve-officer definition and includes permanently licensed reserves in its peace-officer definition. Reserves remain subject to state private-security licensing rules under Chapter 1702.
