Beginning July 1, 2025, Utah K–12 students who qualify for reduced-price meals get school-day lunches at no charge. Their school agency must participate in the National School Lunch Program. State payments depend on lawmakers providing funds; this law adds no new money. The state reimburses schools monthly using the difference between federal meal and reduced-price meal reimbursement rates, set annually by USDA. If funding falls short, schools receive proportional shares of available funds in the fiscal year's fourth quarter. Schools may then ask parents to pay the remaining lunch cost. The state board may also accept private donations and grants.
Beginning July 1, 2025, Utah school agencies cannot publicly identify or shame students who cannot pay for meals. They cannot require chores to pay for meals unless the same requirement applies to all students, regardless of payment. Messages about a student's meal debt must go only to the student's parent.
Beginning July 1, 2025, Utah school agencies in the National School Lunch Program are directed to consider feasible food-waste strategies. Options include better meal scheduling, enough eating time, and share tables for redistributing unopened, uneaten food and drinks to students. Schools do not have to adopt every strategy. The state education board may provide guidance and support.
