Standing committees may not consider a bill unless it has an approved fiscal note. A committee may consider a new substitute bill even without an approved fiscal note. Except where House Rule HR3-2-401 says otherwise, a committee must hear a bill before the opposite chamber holds it for fiscal reasons.

Extra review before new job licensing

When a bill would start licensing a job, the committee must check whether the Office of Professional Licensure Review completed a sunrise review under Utah law. This check is now required during committee debate on new job licensing.
