A standing committee must consider a bill before the other chamber can hold it for fiscal impact. This applies in one or both chambers, except as allowed under Senate Rule 3-2-401. It changes hearing order only and does not change taxes or benefits. This rule is now in effect.
When a bill would make a job require a license, the standing committee must check for a sunrise review. The Office of Professional Licensure Review must have done that review under Utah law (Title 13, Chapter 1b, Part 3). This ensures the committee knows whether an official review on the need for licensing was done. This rule is now in effect.
