Summary

Department of Education; College and Career Ready Virginia Program; administration; advisory committee and work group composition. Removes the Federal Reserve Bank of Richmond from the membership of the advisory committee and the work group that the Department of Education and the Community College System are required to establish for administration of the College and Career Ready Program pursuant to applicable law. This bill is identical to SB 439.

Fairer dual enrollment access for students

The law creates one statewide set of eligibility and admission rules for dual enrollment. It also requires programs that boost participation by students from underrepresented groups. Schools and community colleges must follow guidelines to give clear notice and counseling to students and parents about the Program. Together, these steps expand access and help families understand their options.

More qualified teachers and colleges

The law launches initiatives to grow the number of high school teachers who meet dual enrollment credential rules. The Program also works to include all public associate-degree colleges statewide. These steps expand where and how many courses students can take for college credit.

Student supports and virtual course access

The law sets guidelines so Program students get tutoring, library access, disability accommodations, transportation, and other needed supports. In divisions without qualified in-person teachers, community colleges and the Online Virginia Network provide Program courses virtually. This keeps access open for students in rural or underserved areas.

Stronger oversight with local voices

The law creates a statewide advisory committee with members from schools, colleges, business, parents in every region, and disability experts. The committee guides Program design and helps align rules across agencies. Agencies must also consider each school division’s size, location, and distance to a community college when planning. The Department and Community College System coordinate with the higher education council to keep standards aligned.
