Requires the Office of Working Lands Preservation to serve as a trustee to administer the in-lieu fees in trust for small renewable energy projects. Help for farmers to preserve land

The Office gives farmers technical and professional help to preserve farmland and forests. It also runs the Virginia Farm Link program under existing law. The program connects landowners and new farmers and supports farm succession. These services help farmers join preservation programs; they do not create direct cash payments.

Grants for local farm and forest preservation

The Office develops model policies and certification rules for local programs that buy development rights. It also identifies ways to fund local purchases of conservation easements. The Office sets rules for state grants; for every $1 the state awards, the local program must match $1. It can give extra incentives to counties and cities that use use‑value taxation for farmland. The law creates a nonreverting Preservation Fund that keeps its interest, with payments made by the State Treasurer when the State Forester asks in writing.

Local help and public education on preservation

The Office runs public education about why saving farms and forests matters. It also helps counties and cities design tools like use‑value tax assessments, transfer of development rights, agricultural and forestal districts, and local leases of development rights. This support builds local programs but does not itself change household taxes or fees.

In-lieu fees fund conservation easements

The Office holds and manages in‑lieu fees in trust. The fees must be used to buy conservation easements and to pay related purchase costs. This preserves land and can benefit landowners who sell easements, while people who pay the fees bear the cost.
