Summary

Department of Professional and Occupational Regulation; universal license recognition. Reduces from three years to one year the number of years an individual is required to have held a professional or occupational license or government certification in another state in order to apply to the regulatory board within the Department of Professional and Occupational Regulation and be issued an occupational license or government certification under the universal license recognition program.

No exam for some neighboring licenses

Four Virginia boards accept licenses from DC, Maryland, North Carolina, Kentucky, Tennessee, or West Virginia without an exam. The boards are the Real Estate Appraiser Board; Real Estate Board; Board for Waste Management Facility Operators; and Board for Waterworks and Wastewater Works Operators and Onsite Sewage System Professionals. Your license must be current and in a similar scope. You must be in good standing with no open investigations, have no disqualifying criminal record, and have no discipline beyond a fine. You must pay required Virginia fees.

Use out-of-state work to qualify

If the other state does not license your job, Virginia can count your work experience. You must have worked in a similar role for at least three years. You must pass any Virginia exam the board requires. You must be in good standing with no open investigations, have no disqualifying criminal record, and have no discipline beyond a fine. You must pay required Virginia fees.

Virginia accepts many out-of-state licenses

Virginia boards accept a current, valid license from another state to meet Virginia’s licensing rules. You must apply, the board must find the job’s scope is similar, and you must have held that license for the minimum time the board requires. The other state must have required an exam and training or experience. You must be in good standing with no open investigations, have no disqualifying criminal record, and have no discipline beyond a fine. You must pay Virginia fees. Boards may also require a Virginia law exam if they require it of other new applicants. For these rules, “another state” includes any U.S. state, territory, possession, or jurisdiction.

Some professions are not covered

This recognition program does not cover “professional services” defined in state law (§ 2.2-4301). People and firms in those services must follow other licensing or contracting rules.
