Summary

Workforce housing for employees of a county or county school board; lease of surplus property. Allows any county board of supervisors or county school board to lease as lessor surplus or underutilized property. The bill provides that such leases shall be conditioned on the development of workforce housing serving employees of the county or school division with up to 80 percent of area median household income. The bill also prohibits establishment of a minimum lot size exceeding 5,000 square feet for such workforce housing and provides that the placement of manufactured houses that are on a permanent foundation and on individual lots shall be permitted subject to development standards that are equivalent to those applicable to site-built single-family dwellings.

Housing grants for local and school employees

Localities can use non-state money to give housing grants to their employees, school staff, and constitutional officers. Grants help buy a primary home in the same locality. Each grant is up to $25,000, and your lifetime total cannot exceed $25,000. Grants must meet Virginia Housing and Development Authority home price and household income limits, and local rules set other terms. With the school division, the locality may also give housing help to school staff and partner with developers to create workforce housing for staff.

Workforce housing on surplus county or school land

County boards and county school boards can lease surplus or underused land for up to 99 years to create workforce housing. The land must not be needed for core government or school needs or future enrollment growth. Housing must serve county or school employees with incomes up to 80% of area median income, and affordability rules must last for the full lease term. The public owner can keep the land and work with housing authorities, nonprofits, or private developers. Money from ground leases goes to the county or school division and can fund building upkeep, school improvements, or housing stipends for employees.

Smaller lots and manufactured homes allowed

For workforce housing on leased county or school land, counties cannot require lots bigger than 5,000 square feet when public water and sewer are available. If water or sewer are not available, lot sizes must follow public health rules. Counties must allow manufactured homes on permanent foundations on individual lots. Standards must match those for site-built single-family homes and cannot exclude homes that meet Virginia’s manufactured housing safety law.
