Board of Medicine; membership; removal of residence requirements. Removes the requirement that the Board of Medicine have one physician from each congressional district and instead requires that 11 physicians be on the Board. The bill removes references to change of residence provisions for physician Board members.

Board officers, meetings, and director

The Board selects a president, a vice-president, and a secretary who also serves as treasurer. Regular meetings occur at times and places the Board sets. Special meetings can be called by the president and any 11 members. Twelve members make a quorum for official business. The Board has an executive director who must be a Virginia-licensed (or license-eligible) physician or an attorney.

Executive committee can act for Board

The Board may create an executive committee with the president, vice-president, secretary, and five more members picked by the president. At least two of those five must be citizen members. When the full Board is absent, the committee has full Board powers. Five committee members make a quorum. The full Board reviews and acts on the committee’s actions as soon as possible.

New membership rules for Virginia Medicine Board

The Board of Medicine now has 11 medical doctors, one from each congressional district, plus one osteopathic doctor, one podiatrist, one chiropractor, and four citizen members. Citizen members have full voting rights. No two citizen members may live in the same congressional district. Members serve four-year terms. A physician member’s seat becomes vacant if they move out of their appointing district, unless lines change due to redistricting.
