Summary

Motor vehicle safety inspections; safety inspectors. Requires motor vehicle safety inspections to be conducted by persons certified as a safety inspector by the Superintendent of State Police. Existing law requires the person conducting a vehicle safety inspection, or under whose immediate supervision such inspection is made, to have at least one year's practical experience as an automotive mechanic or have satisfactorily completed a training program in automotive mechanics approved by the Superintendent of State Police.

Inspection stations need $500K liability insurance

Most official inspection stations must carry at least $500,000 in garage liability insurance. The policy must be with a Virginia-licensed insurer or an approved surplus-lines carrier. This insurance rule does not apply if a station inspects only company-owned or government-owned vehicles. The requirement raises ongoing insurance costs for most station owners.

New staffing and equipment rules for inspection stations

To be an official inspection station, you must have the right mechanical equipment and certified safety inspectors. The person who does or directly supervises inspections must have at least one year of mechanic experience, or complete an approved training program and be certified by State Police. Every inspector designated to perform inspections must be approved by the Virginia Department of State Police. Stations must be able to test brakes, headlights, and steering to state standards. For motorcycle and trailer inspections, the State Police Superintendent may waive experience or training if the inspector is otherwise qualified.

Inspection stations may use appointments or walk-ins

An official inspection station can choose first-come service or prescheduled appointments. This gives station owners flexibility in how they serve customers. Vehicle owners may see different convenience options, but no new fees are required by this rule.
