Summary

Community Builders Pilot Program; name change; sunset repeal; statewide demonstration model site. Makes permanent and renames the Community Builders Pilot Program established within Roanoke City Public Schools and Petersburg City Public Schools as the Community Builders Program (the Program). The Community Builders Pilot Program is currently set to expire on July 1, 2027. The bill also requires, with such funds as may be appropriated by the General Assembly for such purpose pursuant to the general appropriation act, Roanoke City Public Schools to serve as the statewide demonstration model site for the Program for the purpose of hosting interested representatives of other school divisions to observe the Program and receive training and materials from Roanoke City Public Schools in order to facilitate the replication of the Program in such other school divisions. This bill is identical to SB 820.

Roanoke schools serve as statewide model site

Roanoke City Public Schools serves as the statewide model site for the program. Other school divisions can visit to observe, get training, and take materials to copy the program. These activities happen only when the General Assembly provides funding.

After-school and summer program for Roanoke and Petersburg students

The law creates the Community Builders Program for Roanoke City and Petersburg City Public Schools. It runs after school during the year and has one summer session. Each session serves up to 100 students. It covers job skills and career exploration, college options, social‑emotional learning with restorative justice, and family engagement. Students entering eighth grade can apply or be referred. Teachers can refer some students to take part as a requirement. The school boards hire staff, run the curriculum, and collect data. They report each year by November 1 on participation, attendance, discipline, academics, and gun‑violence metrics to the Governor and state education committees.

Repeals two prior 2024 enactments

The law repeals the second enactments of Chapter 299 and Chapter 357 of 2024. Those specific earlier provisions no longer have effect.
