Virginia Boys and Men Advisory Commission established; report; emergency. Establishes the Virginia Boys and Men Advisory Commission as an advisory commission in the legislative branch of state government for the purpose of advising the General Assembly on issues of concern, including education inequity, economic opportunities, disparity in health outcomes, and the impact of social media use, as such issues relate to boys and men in the Commonwealth. The bill contains an emergency clause. This bill is identical to SB 447.

New Boys and Men Advisory Commission

The law creates the Virginia Boys and Men Advisory Commission with 18 members. Six House members are named by the Speaker, four Senators by the Senate Rules Committee, and eight citizen members by the Governor. Citizen picks must include a K–12 school administrator, someone from the community college system, a licensed pediatrician, a public safety expert, a board‑certified mental health specialist, and one from higher education, career and technical education, or economic development. All citizen members are Virginia citizens. Lawmakers serve while in office. After initial staggered terms (three for 2 years, three for 3 years, two for 4 years), citizen members serve 4‑year terms and may serve no more than two in a row; filling a short vacancy does not count. The Clerk’s office of the chair’s chamber provides staff, and the Division of Legislative Services provides legal and research help. Legislators are paid under existing law. Citizen members get pay and expense reimbursement. Legislators’ meeting pay comes from the House or Senate clerks; other costs come from the Commission’s funds or, if none, need Joint Rules Committee approval. The law takes effect immediately.

Commission duties, reports, and sunset

The Commission advises the General Assembly on education gaps, jobs and economic opportunity, health disparities, family life, and social media impacts on boys and men. It may study issues, hold events, and suggest law or rule changes. It must file an annual report and an executive summary by the first day of each regular session. It also must file one special report with up to three recommendations by October 1, 2026. The Commission’s law ends on July 1, 2029 unless extended.
