Summary

Hampton Roads Planning District Commission; development of a Hampton Roads Infrastructure Coordination and Readiness Framework. Directs the Hampton Roads Planning District Commission (HRPDC) to develop an infrastructure coordination and fiscal readiness framework for Planning District 23, to be known as the Hampton Roads Infrastructure Coordination and Readiness Framework (the Framework), and to coordinate and consult with certain other entities in the development of the Framework. The bill requires HRPDC to submit to the Chairs of the House and Senate Committees on Transportation, the House Committees on Finance and Appropriations, and the Senate Committee on Finance and Appropriations a report of the progress of the development of the Framework no later than December 1, 2026, and a final report on the Framework no later than December 1, 2027.

Coordination rules and limits for Hampton Roads projects

HRPDC, when feasible, aligns the Framework with the Commonwealth Transportation Board, the Department of Transportation, the Department of Rail and Public Transportation, the Department of Emergency Management, and the Department of Conservation and Recreation, and with relevant federal agencies, including the U.S. Army Corps of Engineers. HRPDC coordinates with the Hampton Roads Transportation Planning Organization, the Hampton Roads Transportation Accountability Commission, Hampton Roads Transit, the Williamsburg Area Transit Authority, and Suffolk Transit. The Framework cannot delay local projects outside its scope. It cannot conflict with federal compacts or block participation in federally authorized coastal storm risk projects. It also cannot conflict with entities that do not operate or plan in Planning District 23.

Progress and final reports due 2026-2027

HRPDC must send a progress report by December 1, 2026. It must send a final report by December 1, 2027. Reports go to the Chairs of the House and Senate Committees on Transportation, the House Committees on Finance and Appropriations, and the Senate Committee on Finance and Appropriations.

Regional plan for roads, transit, and resiliency

The law requires the Hampton Roads Planning District Commission to create a regional Framework for Planning District 23. It covers roads, bridges, tunnels, and public transit from Hampton Roads Transit, the Williamsburg Area Transit Authority, and Suffolk Transit. It also covers resiliency infrastructure. The Framework sets shared readiness tests: affordability impacts on residents, fiscal capacity and lifecycle upkeep, chances to leverage federal funds, and equity and access. It produces a regional sequencing roadmap and guidelines to list unfunded needs, and it reviews fiscal readiness, including any local or regional proposals for new revenue authority.
