Summary

School boards; language access plan for limited English proficient parents. Requires each school board to develop, implement, and post in a publicly accessible location on its website a language access plan consisting of policies and procedures designed to ensure meaningful communication with and informational accessibility for limited English proficient (LEP) parents, as that term is defined in the bill. The bill has a delayed effective date of July 1, 2027. This bill is identical to SB 685.

How schools provide language services

School boards may use research-based language technology, like remote interpreters or digital tools. Tools must be accurate and, when needed, backed by qualified humans. Boards may contract or join regional or statewide services for interpretation and translation. Services must meet state Standards of Quality, with cost-effective methods chosen locally. Starting July 1, 2027.

Schools must help parents in their language

Each school board develops, carries out, and posts a language access plan. Schools identify at enrollment if a parent prefers another language and record it. Parents who prefer another language get essential notices in a language they understand. The board provides free interpretation and translation; children and untrained staff cannot interpret. Oral interpretation is provided when translation is not possible or communication is urgent. Vital documents are translated into the most common languages each year. Staff who talk with parents are trained on how to get language help. The website explains parents’ rights and how to request services. Beginning July 1, 2027.
