Stronger oversight of emergency medical services

The law creates the State Emergency Medical Services (EMS) Advisory Board in the executive branch. The board advises on running the statewide EMS system and EMS vehicles. It reviews and recommends the Statewide EMS Plan. It reviews reports on EMS programs, funds, regional councils, and vehicles from the Office of EMS. The board sets up an Executive Committee that reviews the yearly financial report of the Virginia Association of Volunteer Rescue Squads. The Office of EMS provides staff support. The board elects a chair for one year and can reelect. It meets at least four times each year when the chair or the Commissioner calls a meeting.

Who serves on the emergency medical services board

The board has 24 members appointed by the Governor. Seats go to named medical, hospital, nursing, fire, rescue, public safety communications, and local government groups, plus one from each of the seven regional EMS councils. Two seats go to the Virginia Association of Volunteer Rescue Squads, one to a Virginia professional firefighter, and one to a consumer not tied to EMS. Each group sends three nominees, and appointees must be members of the group. The Governor may ask for more names and is not required to choose from the lists. Each regional council’s list must include at least one prehospital care provider. Initial terms are staggered: eight for two years, eight for three years, and eight for four years. After that, terms are three years. Vacancies are filled for the time left. Members may not serve more than two straight terms. Anyone who served two straight terms or six straight years must wait three years before serving again. Members do not get pay. The Department funds reimbursement of members’ expenses for board duties.
