Faster state review for health project certificates

The law creates an expedited application and review process for certain health project certificates. It applies to projects the state reviews under subdivision A 5 of § 32.1-102.2. The Board of Health must set clear criteria the State Health Commissioner uses to approve or deny expedited applications. The Board must finish these rules by January 1, 2027. A state task force also develops how to flag areas with access barriers and when fast review should apply there, with a report due October 1, 2026.
