Summary

Board of Behavioral Health and Developmental Services; regulations; service providers; emergency medical simulations; cardiopulmonary resuscitation. Directs the Board of Behavioral Health and Developmental Services to adopt regulations requiring certain providers to (i) conduct regular emergency medical simulations and train employees that regularly engage with people receiving services to prepare such employees to recognize and respond to situations where individuals receiving services require emergency medical treatment and (ii) require at least one employee trained in cardiopulmonary resuscitation to be on duty at each location where services are delivered.

Emergency drills and CPR at providers

Beginning December 1, 2026, providers that serve people with developmental disabilities, mental health disorders, or substance use disorders must run regular emergency medical drills. They must train staff who regularly work with people receiving services to spot and respond to medical emergencies. Each service site must have at least one employee on duty who is trained in CPR; a current EMT certificate counts. These steps improve on-site safety but add training and staffing costs for providers.

Quicker rules for provider safety training

The Board of Behavioral Health and Developmental Services must work with stakeholders to adopt rules for these training and staffing requirements. The rules must take effect by December 1, 2026. The first set of rules is exempt from the state Administrative Process Act. This streamlines adoption and limits the usual process steps.
