Summary

Electric utilities; virtual power plant pilot program; Phase I Utilities. Requires Appalachian Power to petition the State Corporation Commission for approval to conduct a pilot program to evaluate methods to optimize demand through various technology applications, including the establishment of virtual power plants, by July 1, 2027. The bill requires the pilot program to evaluate electric grid capacity needs and the ability of such virtual power plants to provide grid services, including peak-shaving, during times of peak electric demand.

Home battery incentives and enrollment rules

Pilots include at least 5 megawatts of programs that pay residential customers to buy home batteries. Utilities hold stakeholder meetings, review sign-up and performance payments, and consider higher incentives for historically disadvantaged communities. Pilots set limits on how often and how long devices are dispatched, offer opt-outs, and can remove nonperformers. Utilities develop tariffs that let homes and businesses enroll directly or through aggregators and define pay-for-performance for batteries, other storage, smart thermostats, and managed EV charging. By June 15, 2028, each utility files these tariffs with the Commission.

Pilots end in 2030; permanent program

Each pilot’s first phase ends by February 1, 2030. The Commission then reviews results, including performance during peak demand. The Commission starts a case to set a permanent program with procurement targets and performance metrics.

Utilities must run virtual power plant pilots

By July 1, 2027, each Phase I utility petitions the Commission to run a pilot. Each pilot is limited to 150 megawatts of aggregated resources and must include multiple regions in Virginia. Utilities must show they looked for federal funding. Pilots test ways to cut peak demand and provide grid services.
