Local boards choose how members are elected

The law lets each county, city, and town set how its governing body is elected. Members can be chosen at large, from single-member districts, from multi-member districts or wards, or a mix. Localities do this by passing an ordinance. Changing the election method does not change a county’s form of government.

Large localities must use single-member districts

For municipal elections held after July 1, 2026, any Virginia locality with 400,000 or more people must elect governing-body members from single-member districts. The presiding officer can still be elected at large. This standardizes neighborhood-based representation, but removes at-large or multi-member methods for those large localities.

Rules for drawing and updating local districts

If members are elected from districts or wards, those areas must be contiguous and compact. Each district should have about the same population. The governing body must reapportion in 2021 and every 10 years after. For these plans, localities use the latest U.S. Census counts as adjusted by the Division of Legislative Services and exclude people not assigned to Virginia census blocks. Reapportionment is not allowed mid-decade unless a boundary change shifts population by more than 1%, a court orders it, the form of government changes, or the number of districts or wards (not at-large) changes. After the decennial plan, lines may be adjusted to match state or congressional districts, but each change can move no more than the lesser of 5% of a district’s population or 250 people. If a later reapportionment is invalid, the prior districts stay in place until a valid plan is adopted.
