Summary

Solid Rocket Motor Manufacturing Grant Fund. Establishes the Solid Rocket Motor Manufacturing Grant Fund to provide grant installment awards between July 1, 2027, and July 1, 2046, in an amount not to exceed $6 million per fiscal year and in an aggregate amount not to exceed $97,723,000 to a qualified company that (i) engages in the manufacture of solid rocket motors, (ii) executes a memorandum of understanding with the Commonwealth, and (iii) is expected to make a capital investment of at least $537,570,000 and create and maintain at least 1,546 new full-time jobs. This bill is identical to SB 835.

Annual filing for rocket motor grants

To get a yearly payment, the company must file proof by October 1 showing total new jobs and last year’s capital spending. Missing the deadline delays the payment. Within 60 days of a complete filing, the Secretary certifies the amount. The State Treasurer pays in the next fiscal year, but only if the General Assembly has specifically appropriated the money. The company must provide records on request, and documents marked confidential are treated as confidential.

Grants for Pittsylvania rocket motor plant

The law creates the Solid Rocket Motor Manufacturing Grant Fund and a grant program for a plant in Pittsylvania County. Only facilities in Pittsylvania County qualify. On or after July 1, 2025 and before July 1, 2045, the company must invest at least $537,570,000. It must also create and keep 1,546 new full-time jobs at the local facility. Each new job must pay at least $81,483 a year, include standard benefits, and meet full-time hours. Contractor and temporary roles do not count. Payments can begin in the fiscal year that starts July 1, 2027 and may run for up to 20 years, unless the MOU extends the window. Each year’s payment is subject to appropriation by the General Assembly. Total grants are capped at $97,723,000, with no more than $6,000,000 in any one fiscal year. Grant funds may be used for construction and development of the facility or other lawful uses set in the MOU.
