Local seats and nominees for tourism board

The Heart of Appalachia Tourism Authority board has 18 members. Eight permanent seats are for Tourism Directors, one for each participating county and the City of Norton. If a locality has no Tourism Director, its governing body appoints a representative, preferably from government staff, the chamber, or the travel industry. Each Tourism Director and the local tourism committee give nominees, and the governing body picks one representative, often from lodging, restaurants, attractions, parks, outdoor recreation, or a community leader. The board also includes two ex officio, nonvoting seats for the Jefferson National Forest Clinch Ranger District Office and Virginia State Parks, and it may add more nonvoting tourism seats as needed.

Public minutes and yearly audits

The board keeps detailed minutes open to the public. It keeps records of all financial transactions. Unless exempt under § 30-140, it gets an annual audit and sends copies to each participating locality. Those audit copies are open to public inspection.

Board terms, officers, and expenses

Appointed representatives serve two-year terms that start January 1, with appointments made at the year-end board meeting. Directors elect a chair and a vice-chair, and may also elect a secretary and a treasurer or a combined secretary-treasurer. Directors get no salary. They can be reimbursed for necessary travel and other expenses while doing board duties.

Quorum and attendance rules for meetings

The board needs eight members present to have a quorum and conduct business. A vacancy does not stop a quorum from acting. The board can remove a member who misses three meetings in a row or four meetings in any 12 months. The local governing body must appoint a successor to finish the term.
