Virginia posts yearly local housing reports

The law requires every Virginia city or county with more than 3,500 people to file a yearly housing report with the Virginia Department of Housing and Community Development. Reports are due by September 1 for the prior fiscal year, must use Department forms set with stakeholder input, and the Department posts them online. Reports must list changes to proffers, zoning and subdivision rules, the comprehensive plan, housing incentives, and local fees, and note any new state laws the locality put in place. They must also include any housing studies and counts of applications and units submitted, approved, and denied; when available, they list unit type, rental or ownership, expected affordability, and allowed density, with links to more details on the locality’s website. For reporting, a complete application pending at least 12 months, without an applicant‑requested delay, counts as denied.
