Summary

Virginia Commission to End Hunger; membership. Replaces the public school student representative with a representative of a public school nutrition program in the membership of the Virginia Commission to End Hunger. In addition, the bill adds five public school student liaisons, each representing a Virginia health planning region, to be appointed by the chair of the Commission. The bill provides that such student liaisons not be included for purposes of a quorum for meetings of the Commission.

How the commission meets and leads

The Commission elects a chair and a vice-chair from its members. Both officers must be General Assembly members. A majority of members makes a quorum. Meetings occur when the chair calls one or when a majority of members request one.

New Virginia commission to end hunger

The law creates the End Hunger, Virginia Commission with 19 members. Eight are legislators and 11 are citizen members. Senate Rules and the House Speaker make the appointments; House seats follow proportional representation. Citizen seats include researchers, community groups, nutrition and health experts, and K–12 perspectives. All citizen members must be Virginia citizens. The chair also appoints five public school student liaisons, one from each health planning region; they advise but do not count for a quorum. The Commission expires July 1, 2027.

Chambers can veto commission recommendations

Any recommendation fails if a majority of House appointees vote to block it. The same veto applies if a majority of Senate appointees vote to block it. This rule applies even when the full Commission otherwise has a majority in favor.

Terms and limits for commission members

Legislative members serve while they hold office. Citizen members serve two-year terms. Vacancies are filled the same way as the original pick and last only for the unexpired time. Members may be reappointed. Term limits apply: Senators may serve two back-to-back four-year terms; House members may serve four back-to-back two-year terms; citizen members may serve four back-to-back two-year terms. Time spent finishing another member’s term does not count against these limits.
