Summary

Charter; Town of Tazewell. Amends the charter for the Town of Tazewell in Tazewell County to remove the strict residency requirement for the town manager. The bill provides that the town manager is encouraged to reside within the town limits and may reside within a reasonable distance outside the town limits upon majority approval of town council. This bill is identical to SB 153.

Town manager runs operations; council can't direct staff

The Town Manager is the town’s executive and administrative head. Council members cannot order town staff or push hires. Except for questions, they must work through the Town Manager.

Acting manager allowed; no council self-appointments

The council may name a qualified person to serve as acting Town Manager. This applies during the manager’s absence, disability, or a vacancy. A council member cannot serve in that role during their term or for one year after it ends.

Council sets manager pay and bond

The council sets the Town Manager’s pay by ordinance or resolution. The council may require the manager to post a bond. The law does not set the bond amount or who pays.
