Virginia Freedom of Information Act; exemption for records of minors participating in certain programs run by state bodies. Exempts from the mandatory disclosure requirements of the Virginia Freedom of Information Act the personal contact information of minors who are participating in a program, such as an apprenticeship or unpaid internship or externship, run by a state public body. The bill is a recommendation of the Virginia Freedom of Information Advisory Council.

The law keeps personal contact information for anyone under 18 in a Virginia state public body program out of public records requests. Covered programs include things like an apprenticeship, unpaid internship, or externship. The protected info is a home or mailing address, email address, and phone or similar numbers. Parents, including noncustodial parents, and guardians can access it unless a court has limited access or parental rights were ended. An emancipated minor can access their own info. A parent or an emancipated minor can sign a written waiver, and then the public body must release the info for inspection and copying.
