Offshore wind job training for Virginians

The law directs Virginia’s Department of Energy to create offshore wind job training. It covers pre-hire soft skills and technical trades for manufacturing, maritime, and supply-chain work. The Department considers a Global Wind Organisation safety program with classes on fire, first aid, sea survival, heights, and manual handling. Veterans, local workers, and people from historically economically disadvantaged communities get priority. The Department must consult colleges, trade schools, apprenticeship programs, and at least one HBCU, use existing local, state, or federal grants to develop training, and coordinate with the Transmission Siting and Economic Development Program, including Hampton Roads Workforce Council awards.
