Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Staggered terms for social services boards

The law sets first-time appointments to local social services boards at 1 to 4 years so terms overlap. For boards serving more than one county or city, each governing body sets those initial 1–4 year terms. After the first cycle, all appointments are four-year terms. If a seat is vacant, the replacement serves only the rest of that unexpired term.

Term limits and exceptions for board members

A full term means the regular four-year appointment. A person may serve up to three consecutive full terms. Time spent filling an unexpired term does not count as a full term. After three consecutive full terms, a two-year break is required before reappointment. Exceptions: a county supervisor serving on the local board serves at the pleasure of the board of supervisors or until they stop being a supervisor, and the limit does not apply when a local official is, by law, the local board.
