In Virginia, the City of Richmond and the Towns of Altavista, Hurt, and Louisa can pass local laws to discount water and sewer bills. Any locality that owns its water and sewer system with 200 or fewer people per square mile can also do this. Discounts can help low-income residents, seniors, or people with disabilities. Your locality must adopt an ordinance first. Local rules set who qualifies and how big the discount is.
