Summary

State/Local Hospitalization Program; repeal. Eliminates the State/Local Hospitalization Program. Under current law, with such funds as may be appropriated by the General Assembly, the State/Local Hospitalization Program is established to assist indigent persons with certain inpatient and outpatient hospital expenses. This bill is identical to SB 736.

State claims injury payouts; courts can cut

If Medicaid or other state programs paid your injury care, the Commonwealth has a lien. The lien equals the full amount paid or owed. It attaches to your claim against the at‑fault party and to your insurance, including uninsured or underinsured motorist coverage. Your attorney’s reasonable fees and costs come off the top before the state is paid. If both program and state‑hospital liens apply, the program lien gets paid first. A court can reduce liens and split the money after notice and a good‑faith try to settle, and must explain its order in writing.

State hospitalization program is repealed

Virginia repeals the State/Local Hospitalization Program (Code §§ 32.1-343 to 32.1-350). Those rules no longer apply. The law does not name a replacement or transition. People who used the program may lose benefits or face changes.

Any licensed or certified health care provider must give you an itemized list of charges if you ask. This applies even if the bill goes to an insurer or to Medicaid. This rule does not apply to health care services defined in Chapter 43 of Title 38.2.
